Limit Dates Approaching for Requirements in Toy Safety Directive

 

As a reminder, the following restrictions in Annex II to Directive 2009/48/EC shall apply within October and November 2018.

Manufacturers and importers of toys should carefully consider these coming dates of application and confirm that their products comply with these restrictions:

 

 

Lead:
  • Council Directive (EU) 2017/738 of 27 March 2017 amending, for the purpose of adapting to technical progress, Annex II to Directive 2009/48/EC of the European Parliament and of the Council on the safety of toys, as regards lead.

The following migration limits of lead, from toys or components of toys, shall not be exceeded:

  • Category I (dry, brittle, powder-like pliable toy material): 2mg/kg;
  • Category II (liquid or sticky toy material): 0.5mg/kg; and
  • Category III (for scraped-off toy material): 23mg/kg.

Phenol
 
  • Commission Directive (EU) 2017/774 of 3 May 2017 amending, for the purpose of adopting specific limit values for chemicals used in toys, Appendix C to Annex II to Directive 2009/48/EC of the European Parliament and of the Council on the safety of toys, as regards phenol.

China

 

China Compulsory Certification (CCC) Marking – Updates

 

On 15th March 2018, The “Certification and Accreditation Administration” (CNCA) released a notification regarding updates to the China Compulsory Certification Marking. These updates came into force on 20th March 2018.

 

Details are as follows: 

 

Manufacturers are now permitted to print or impress the CCC Marking in accordance with the “Regulations on Management of China Compulsory Certification Marking”. Manufacturers are no longer required to submit a draft proposal of the label with the CCC Marking present to the Regulator for prior review and to obtain a permission license.

 

The CCC Marking has now been simplified and may no longer include annotations such as S (Safety), EMC, S&E (Safety and EMC) and F (Firework). The previous version of the CCC Marking can be eliminated naturally during product inventory or production transition.
