The Parliament comments on proposed toys regulation
On 27 February 2025, the European Commission published the communication (C/2025/1032) on the safety of toys proposal and repealing Directive 2009/48/EC.
The European Parliament adopts its position at first reading and calls on the Commission to refer the matter to Parliament again if it replaces, substantially amends, or intends to amend its proposal.

New requirements for plastic products
On 24 February 2025, The European Commission published the Commission Regulation (EU) 2025/351 which amends the following Regulations applicable to plastic materials and articles intended to come into contact with food:
- Regulation (EU) No 10/2011 on plastic materials and articles intended to come into contact with food
- Regulation (EU) 2022/1616 on recycled plastic materials and articles intended to come into contact with food as regards recycled plastic
- Regulation (EC) No 2023/2006 on good manufacturing practice for materials and articles intended to come into contact with food

FRANCE
New French ban on the use of PFAS on consumer products
On 28 February 2025, the French National Assembly and the Senate adopted Law No. 2025-188 of 27 February 2025, aimed at protecting the French population from the risks associated with perfluoroalkyl and polyfluoroalkyl (PFAS) substances.
The main requirements are:
- Ban on the use of PFAS in consumer products
- Additional restrictions on all PFAS-containing textiles
- A tax on manufacturers whose activities lead to PFAS discharge. The fee rate is set at €100 per hundred grams of PFAS discharged per year into the water.

US
CPSC updates safety standard for non-full-size baby cribs
On 31 January 2025, the U.S. Consumer Product Safety Commission (CPSC) published the Direct Final Rule for the Safety Standard for Non-Full-Size Baby Cribs (16 CFR 1220) in the Federal Register. CPSC’s mandatory standard will now incorporate by reference ASTM F406-24, Standard Consumer Safety Specification for Non-Full-Size Baby Cribs/Play Yards, with modifications that exclude sections of ASTM F406 that apply to play yards exclusively.
ASTM F406-24 includes the following substantive changes from the previously referenced 2019 version of the standard:
- Revises definition of “play yard/non-full-size crib dependent accessory” and for “full accessory”
- Revises the warning label requirement so that labels explicitly specify that there is a strangulation hazard, which ensures a compelling and vivid description of the hazard and how to avoid it
- Expands the scope of products to which the warning label requirements apply, to now include all accessories, not just accessories that are intended to be removed from the non-full-size crib when it is occupied
The Direct Final Rule has been effective since 5 April 2025, unless the CPSC receives significant or adverse comments by 3 March 2025.
CPSC updates safety standard for the safety standard for stationary activity centers
On 27 March 2025, the U.S. Consumer Product Safety Commission (CPSC) published the Direct Final Rule for the Safety Standard for Stationary Activity Centers (16 CFR 1238) in the Federal Register. CPSC’s mandatory standard will now incorporate by reference ASTM F2012-24, Standard Consumer Safety Performance Specification for Stationary Activity Centers, as mandatory with no modifications. 16 CFR 1238 was previously incorporated by reference ASTM F2012-18e1 as mandatory, with no modifications.
ASTM F2012-24 includes the following substantive changes from the previously referenced 2018e1 version of the standard:
- Updated Requirements for Assessing Warning Label Permanency
- Updated Warning Labels
- Editorial changes
The Direct Final Rule will become effective on 5 July 2025, unless the CPSC receives significant or adverse comments by 28 April 2025.
HONG KONG
Partial safety standard for toys and children products is updated
On 14 February 2025, the Hong Kong government published in the Gazette the Toys and Children's Products Safety Ordinance (Amendment of Schedules 1 and 2) Notice 2025. This notice is to revise the safety standards for toys and seven categories of children’s products under the Ordinance.

As per the official press, the Ordinance stipulates that a person must not manufacture, import or supply a toy or a Schedule 2 product unless it complies with all applicable requirements contained in any one of the safety standards (international standards or standards adopted by major economies) specified in Schedule 1 (applicable to toys) or Schedule 2 (applicable to Schedule 2 products). The Government keeps in view any updates or amendments to the safety standards to apply up-to-date and operative versions of the standards to toys and Schedule 2 products supplied in Hong Kong.
The Notice will come into operation on 1 August 2025.
Indonesia
New mandatory FCM regulations on metal cookware approved
On 18 February 2025, the Indonesia Directorate of Metal Industry, Ministry of Industry notified the WTO that the “Regulation of Minister of Industry on Mandatory Implementation of Indonesian National Standard for Cooking Utensils (Cookware) From Metal as Well as Tableware and Cooking Utensils from Stainless Steel (Stainless Steel Flatware)” will come into force on 18 April 2025.
Domestic or imported Metal Cookware and Stainless-Steel Flatware products produced before this regulation may still be distributed for a maximum of 1 (one) year (before 18th April 2026) from the enforcement date.
The Regulation covers the issuance of SNI certificate using type 4 and 5 certification schemes, production process assessment and implementation of ISO 9001:2015, including product quality testing based on specified standards, see the following table:

The window shades are in violation of the federal regulations for window coverings and present a substantial product hazard. The window shades also violate federal regulations for labelling of window coverings.

Jewellery Kits
The recalled jewellery-making kits contain a resin that, when liquid, can cause skin, eye and respiratory irritation or sensitization when inhaled, touched or ingested. The resin contains an acrylate (hydroxyethyl methacrylate “HEMA”) in amounts prohibited in children’s products by the Federal Hazardous Substances Act. Already created jewellery should be inspected to confirm it is fully cured. If there is liquid or any liquid residue present, the jewellery should not be worn and should be stored away from children. Once cured, the resin no longer presents the hazard.
