Background of the SALEEM programme

Implemented by SASO in 2019, the Saudi Product Safety Programme (SALEEM), replacing the former KSA Conformity Assessment Programme, aims to ensure the highest levels of product safety and quality for consumers. The programme also has a keen focus on environmental protection and energy conservation.

Under the SALEEM programme, SASO has set up the SABER IT platform to manage online certification and non-conformity rapid alerts.

In order to import products to Saudi Arabia, each shipment must carry a Product Certificate of Conformity (PCOC) and a Shipment Certificate of Conformity (SCOC). Both must be issued by a conformity services provider accredited by SASO.

 

Textile product regulation

In terms of product safety regulation, 38 Technical Regulations have been released so far by SASO on a wide variety of products, including detergents, paints, low-voltage electrical products and textiles products.

Test reports on textiles products by ISO 17025-accredited laboratories are a mandatory component of the Product Certificate of Conformity. According to the Technical Regulations for textiles products, tests must be completed for pH value, colourfastness, and hazardous chemicals such as formaldehyde, PCP, azo dyes, flame retardants and phthalates.

There are also special requirements in relation to labelling, including the restriction of use of certain words.
