FDA-Approved Concentrations
The FDA permits the use of coal tar as an active ingredient in OTC external drug products. The FDA also requires that OTC drug products containing Coal Tar must carry appropriate warning statements on the product label.

China delays cosmetic safety regulations: Industry gets one more year!
China, one of the largest markets for cosmetic products globally, maintains a stringent regulatory framework to ensure consumer safety. In 2021, new requirements were introduced, mandating a comprehensive safety evaluation of cosmetic products, including detailed data on ingredients and safety tests.
On April 23rd 2024, the National Medical Products Administration (NMPA) of China announced a one-year extension for the mandatory submission of complete safety evaluations for cosmetic products. Initially set for May 1st 2024, the deadline has been postponed to May 1st 2025. This extension has significant implications for the cosmetics industry, both domestically and internationally.
During this new transition period, companies will have the option to submit either a simplified evaluation or a complete evaluation when notifying or registering their cosmetic products.
Alongside the extension announcement, Chinese authorities have issued a roadmap for the upcoming year, outlining objectives and planned publications regarding safety evaluations. Ongoing discussions and meetings are taking place between Chinese authorities, the European Commission, and industry representatives to clarify requirements and resolve inconsistencies.
This extension is positive news for the cosmetics industry, providing them with additional time to comply with Chinese requirements. Concerns arose due to inconsistencies and contradictory information from China regarding the format and necessary information for a complete evaluation. This extension provides time to clarify these aspects.
