SCIP is the database for information on Substances of Concern In articles, as such or in complex objects (products), established under the Waste Framework Directive (WFD).

Articles containing substances of very high concern (SVHCs) on the Candidate List at a concentration above 0.1% weight by weight (w/w) and placed on the EU market must be notified to ECHA, according to Article 9(1)(i) of the Waste Framework Directive 2008/98/EC (WFD), as from 5 January 2021.

The SCIP database ensures that the information on articles containing Candidate List substances is available throughout the whole lifecycle of products and materials, including at the waste stage, and aims to allow consumers to make more informed purchasing choices and help waste operators to further develop the reusing of articles and the recycling of materials, therefore contributing to a safer circular economy.

The SCIP database complements the existing notification obligations for Candidate List substances in articles under REACH and its communication through the supply chain, according to Articles 7 (2) and 33 respectively.

In order to ensure compliance with both requirements, companies need to establish whether they are subject to such obligations. To this aim, companies must identify if Substances of Very High Concern are contained in the articles they place on the market. However, they do not always have the information in-house or there may be doubts about the reliability of existing information.
