Chemicals in packaging materials may be added intentionally to achieve a specific performance or are present unintentionally as impurities, contamination or reaction products. Chemicals in food packaging materials are regulated in Framework Regulation (EC) No. 1935/2004 predominantly by their transfer to food. The amount of this migration must not endanger human health, must not alter the composition of food and must not cause an aberration in organoleptics.
Besides checking the transfer of chemicals, pharmaceutical packaging regulations also require certain additional characteristics which are described in the respective Pharmacopoeias.
Last but not least are the wide range of substances also restricted in terms of the total amount in a product, e.g. in REACH regulation and the Packaging and packaging waste directive 94/62/EC.
